Healthy Blocks Initiative: 2016 Summary
Background
The Healthy Blocks initiative of NeighborWorks® Rochester has been active in the stabilization of
transitional, weak-market Rochester neighborhoods since 2005. In 2016, Healthy Blocks completed its
third year working with the residents, business owners, and other community stakeholders of The
Triangle neighborhood of North Winton Village – the goals of which is to improve physical conditions,
increase resident engagement & leadership, and improve neighborhood image.
Housing Market
In 2016, 44 homes sold in The Triangle.
The average sale price was $97,511. The
average days on market was 24.5. The
total increase in average sale price since
2014, the year Healthy Blocks targeted
the Triangle, was 27.3%. 2016 saw an
increase in market strength more
dramatic than any year since 2010. Cash
sales continued to decrease, from almost
30% in 2014 to 25.7% in 2015 and 22.7%
in 2016. Conventional mortgages had a
40.9% share of sales, while FHA
mortgages were also high at 34.1%.
Physical Conditions
3 Triangle residents invested in home improvement loans and grants totaling $58,790 through
NeighborWorks® Rochester in 2016, bringing the total amount that NeighborWorks®
Rochester’s Revolving Loan Program has invested in Healthy Blocks projects in the Triangle to
$241,675
4 Triangle residents invested a total of $1,364 in energy-efficient improvements. Since 2014,
NeighborWorks Rochester has invested over $63,000 in home energy improvements in The
Triangle
NWR partnered with NYSERDA and Action Research to continue research on social-behavioral
messaging in energy audit promotion, which resulted in 28 applications for GJGNY audits from
Triangle homeowners
The Half-Bath Program was launched, which has matched 10 eligible Triangle homeowners with
free architectural services to prepare designs and cost estimates for the addition of a half-bath.
This program was based on findings from Health Blocks’ 2015 Triangle Market Study; homes
priced below $65,000 had a 65% chance of selling to an investor and homes with 1.5 bathrooms
sold for, on average, $10,000 more than similar homes with only one bathroom. Adding a half

NWR partnered with GRID Alternatives to bring a free rooftop solar installation to a low-mod
household in the Triangle, its third in the City of Rochester
Healthy Blocks completed its second round of Block and Property Conditions Surveys, which
showed an increase from 29% to 41% (12%) of properties rated in good condition (needing no
repair), and increase from 42% to 59% (17%) of blocks with positive attractiveness.
Resident Engagement & Leadership Development
Organized an Earth Day ribbon cutting for a new shed and landscaping at the Merchants Road
community garden (E.D.E.N. II/managed by St. Marks Church), funds for which were provided by
Healthy Blocks and the Greater Rochester Area Community Foundation
Organized a Clean Sweep in April that spruced up Trolley Line 13 and engaged about 7
volunteers
Organized a “Try the Triangle: Bike Bash” event to celebrate the new bike rack installations, and
engaged over 17 community volunteers including the Mayor and representatives from City
Council and two neighborhood associations
Organized a “Try the Triangle: Pizza Pub Party” social event with a business partner and around
30 community residents attended
Worked with resident volunteers to implement a Holiday Lights Contest for The Triangle, where
over 70 homes were judged and local business donated over $300 of prizes for the winners
Took a team of residents and community leaders to the Columbus Community Leadership
Institute, where they developed a plan for a Community Mural that will be installed in 2017
Residents and stakeholders gave over 630 hours to meetings, projects, surveying, events,
graphic design, and other efforts to support The Triangle neighborhood
Neighborhood Marketing & Image
Working with residents and community stakeholders, designed a new neighborhood logo that
was voted on by over 80 residents
Worked with the Triangle Merchants Association to create its
version of the logo, which will be used in a full-color ad that
will run monthly in City Newspaper during 2017, reaching an
audience of 85,000 readers
“The Triangle” was mentioned in media including a local TWC
news story and a restaurant review in City Newspaper
Successfully used social media, reaching thousands of people
and engaging hundreds. At the end of the year, the Triangle neighborhood Facebook had 321
likes, and its Instagram had 185 followers
Community Impact Measurement Survey
Completed its second round of CIM surveys with 200 responses from random households
Residents “very satisfied” with the neighborhood increased from 44% to 59% (+14%)
60% would “definitely recommend” the neighborhood compared to 49% from 2013 (+11%)
79% of residents feel “very safe” walking in the day compared to 66% in 2013 (+13%)
29% of residents feel “very safe” walking at night compared to 17% in 2013 (+12%)
Fewer respondents feel the neighborhood will improve a lot, while more respondents feel it will
improve some or stay the same (the neighborhood being seen as “stable”, rather than
“improving” was stated as a positive factor)
80% of renters would be interested in buying a home in the neighborhood

ROCHESTER, NY, November 12, 2013 – NeighborWorks® Rochester has named the Merchants-Culver-Main Housing Block, “The Triangle” its newest Healthy Blocks target neighborhood. The commitment will offer residents funding and leadership development capacity to reinvest in their homes and neighborhood over a 5-year period beginning January 1, 2014.
The multi-year resource commitment from NeighborWorks® Rochester will create a neighborhood that can effectively compete with other neighborhoods for new residents and homeowners, leading to a healthy, dynamic city.
“Typically when we enter a neighborhood, we gather as much data as possible to understand the neighborhood profile including ‘sense of community’ and ‘housing stock’ assessments,” said Elijah Wade, Program Manager, Neighborhood Revitalization. “The Triangle will be especially unique in that it will be the largest in population density and housing stock we’ve ever pursued. It will be a cumulative boom in the neighborhood when we exit in December, 2018,” said Wade.
NeighborWorks® Rochester is presently surveying residents in The Triangle to measure ‘sense of community’. The organization is also engaging resident volunteers, key leaders within the neighborhood and the City of Rochester. These efforts make possible effectiveness measurement in consecutive years as illustrated in prior Healthy Blocks neighborhoods – Swillburg, The Pocket and Brooks Landing.
Healthy Blocks is a neighborhood place-building strategy designed and implemented by NeighborWorks® Rochester in partnership with residents. Healthy Blocks helps residents organize around a shared vision of the neighborhood that leads to greater social and economic resident reinvestment. This is achieved through projects that improve public spaces, as well as by leveraging home repair and energy improvement resources, developing gateway signage projects, organizing social events and social media efforts.
